The report was supposed to be released yesterday, but was delayed by Speaker Bill Barisoff due to concerns raised about its "premature disclosure."
In an interview with Tyee legislative bureau chief Andrew MacLeod yesterday, Doyle suggested his report was the target of an "orchestrated campaign" which delayed its release.
