Tyee Poll: Should Vancouver Charge a Recycling Fee for Cigarette Butts?

Despite fines for throwing cigarette butts on the ground, and despite only about 16 per cent of British Columbians over 14 smoking, a million cigarette butts are littered in Vancouver every day, according to the city. And the city’s six-year-old recycling program has barely collected one day’s worth of litter from smokers so far.

Priya Bhat wrote last week about Vancouver's unending war against cigarette butts and notes an interesting proposal: what if, like canned pop, smokers were charged a refundable recycling fee?
